Government of Karnataka Social-Educational Survey - voluntary, not mandatory

The Government of Karnataka and the Karnataka Backward Classes Commission are conducting a door-to-door Socio-Educational survey in Bengaluru to be used for citizen welfare. The survey was initially scheduled to be completed on October 7, 2025, but the deadline has been extended to October 24, 2025, in the Greater Bengaluru Authority (GBA) limits due to various delays. Link

Participation is Voluntary, Clarifies Commission Link

Amid questions from citizens about whether the survey is compulsory, the Commission clarified that participation is voluntary. A statement issued by the Commission said: “Though the survey envisages to cover the entire populace of the state, it is hereby clarified that the participation by citizens/households is voluntary and there is no compulsion on their part to disclose information.” 

The clarification comes after several people expressed concerns over sharing personal details with enumerators. Officials reassured that households are free to decide whether to take part.

The survey is voluntary, and citizens are not forced to participate. There have been reports of citizen resistance, technical glitches, and protests by enumerators, which have contributed to the delays. The Karnataka High Court has directed the Backward Classes Commission to ensure data confidentiality and voluntary participation

Survey Details

  • Purpose: To collect accurate and comprehensive socio-economic and educational data of households and individuals to help the government with policy-making and welfare planning.
  • Method: An enumerator will visit homes by October 19, 2025.
  • Online Option: Residents can also fill out the survey online at https://KSCBCSelfDeclaration.karnataka.gov.in

Required Documents (for all family members)

  1. Aadhar (be ready to give OTP on registered mobile)
  2. EPIC (Voter ID is optional)
  3. BESCOM Bill
  4. Ration Card (if available)
  5. Physically Handicapped Certificate (if applicable)
  6. Birth Certificate (in case of a child less than 6 years old)
